Okta supports third-party entitlement discovery and assignment through a combination of Identity Governance and SCIM 2.0.

In particular, user schema discovery allows Okta to support dynamic data from SCIM-enabled apps. The discovery process includes importing users into Okta and parsing the imported user objects.

Okta Provisioning Agent version 2.1.0 and later supports SCIM 2.0. This agent also supports the use of entitlements with your on-premises apps. Create a SCIM connector to act as an intermediary between Okta and your on-premises apps. See Okta and SCIM Version 2.0 and Build a SCIM 2.0 server with entitlements.

Okta Provisioning Agent supports provisioning capabilities using SCIM 2.0, such as entitlement discovery, user creation/read/update/delete, and lifecycle management. It doesn't support push groups.
